Iraq bombings, house raids leave 40 dead

BAGHDAD (AP) ? Iraqi insurgents unleashed a string of bombings and other attacks primarily targeting the country's Shiite community on Saturday, leaving at least 40 dead in a challenge to government efforts to promote a sense of stability by preventing attacks during a major Muslim holiday.

The bloodshed appeared to be the worst in Iraq since Sept. 9, when insurgents launched a wave of bombings and other attacks that left at least 92 dead in one of the country's bloodiest days this year.

The attacks underscored the difficulties facing the country's leadership as it struggles to keep its citizens safe. Authorities had increased security in hopes of preventing attacks during the four-day Eid al-Adha celebrations, when people are off work and families gather in public places.

The deadliest attacks struck in the evening in the Shiite neighborhood of Sadr City. Police said a car packed with explosives blew up near a market, killing 12 people and wounding 27. Half an hour later, a second car bomb went off in one of Sadr city's bus stations, killing 10 and injuring 31.

Earlier in the day, a bomb exploded near playground equipment that had been set up for the holiday in a market on the capital's outskirts in the eastern neighborhood of Bawiya. Police officials said eight people were killed, including four children. Another 24 people, including children, were wounded, they added.

"Nobody expected this explosion because our neighborhood has been living in peace, away from the violence hitting the rest of the capital," said Bassem Mohammed, a 35-year-old father of three in the neighborhood who was startled by the blast.

"We feel sad for the children who thought that they would spend a happy time during Eid, but instead ended up getting killed or hurt."

Elsewhere, a bomb attached to a bus carrying Iranian Shiite pilgrims killed five people and wounded nine, according to police. The bomb, hidden on the underside of the bus, detonated as the pilgrims were heading to a Shiite shrine in Baghdad to mark the holiday.

Authorities have said they planned to increase the number of checkpoints, shut some roads and deploy extra personnel during the holiday period.

They are also relying more on undercover intelligence agents, said Lt. Col. Saad Maan Ibrahim, a spokesman for the interior ministry. He emphasized that both bombings took place on the edge of the capital rather than in densely populated areas.

"The terrorists apparently weren't able to get to the heart of the city. So they chose to attack soft targets on the outskirts," he said.

In the northern city of Mosul, gunmen broke into the houses of two Shabak families, killing a boy and his parents in one and a mother and daughter in the other, according to police. A bomb exploded near the house of another Shabak family, wounding six family members.

Shabaks are ethnically Turkomen and Shiite by religion. Most Shabaks were driven out of Mosul by Sunni militants during the sectarian fighting a few years ago.

In Tuz Khormato, about 210 kilometers (130 miles) north of Baghdad, a car bomb exploded near in a neighborhood with a Turkomen Shiite majority. Mayor Shalal Abdoul said 11 people were wounded, including three children.

Medics in nearby hospitals confirmed the casualties. All officials spoke on condition of anonymity because they were not authorized to talk to the media.

Eid al-Adha, or Feast of the Sacrifice, is a major Muslim holiday that commemorates what Muslims believe was the Prophet Abraham's willingness to sacrifice his son Ismail, the Biblical Ishmael, as a test of his faith from God. Christians and Jews believe another of Abraham's sons, Isaac, was the one almost sacrificed.

The holiday, which began Friday, marks the end of the hajj pilgrimage to Mecca. Muslims worldwide typically slaughter lambs and other animals to commemorate the holiday, sharing some of the meat with the poor.

Violence has ebbed across Iraq, but insurgents frequently attack security forces and civilians in an attempt to undermine the country's Shiite-led government.

Holidays are a particular time of concern for security forces. A wave of attacks shortly before another Muslim holiday in August, Eid al-Fitr, killed more than 90 people in one of the deadliest days in Iraq this year.

(AP) ? Syrian warplanes and artillery struck rebellious suburbs east of Damascus, while rebels attacked regime positions elsewhere near the capital Sunday, violence that marred the third day of what was meant to be a four-day holiday truce, activists said.

A U.N-backed truce declared for the Muslim holiday of Eid al-Adha has failed to take hold, with fighting reported from the start. Activists said more than 150 people were killed Friday, the start of the holiday, and more than 120 people on the second day, similar to previous daily casualty tolls.

The cease-fire was seen as a long shot from the outset. The international mediator in Syria, Lakhdar Brahimi, failed to get firm commitments from all combatants.

At least one rebel-linked radical Islamic group, the al-Qaida-inspired Jabhat al-Nusra, rejected the truce outright. In a video posted this week, the leader of al-Qaida, Ayman al-Zawahri, urged "Muslims everywhere" to support Syria's uprising.

The truce was called as the two sides were battling over strategic targets in a largely deadlocked civil war. They include a military base near a main north-south highway, the main supply route to Aleppo, Syria's largest city, where regime forces and rebels have been fighting house-to-house. It appears each side feared the other could exploit a lull to improve its positions.

With the unraveling of the cease-fire, it's unclear what the international community can do next.

The holiday truce marked the first attempt in six months to reduce the bloodshed in Syria, where activists say more than 35,000 people have been killed in 19 months.

Brahimi has not said what would follow a cease-fire. Talks between Syrian President Bashar Assad and the Syrian opposition on a peaceful transition are blocked, since the Syrian leader's opponents say they will not negotiate unless Assad resigns, a step he has refused to take.

The international community has been unable to rally around other options, including tougher U.N. Security Council action, arming the rebels or direct military intervention.

The failure of the truce to take hold "highlighted the impotence of the international community's approach" to the Syria conflict, said Salman Shaikh, director of the Brookings Doha Center, a think tank.

In April, Brahimi's predecessor as Syria mediator, former U.N. chief Kofi Annan, tried to launch a more comprehensive plan ? an open-ended cease-fire, to be enforced by hundreds of U.N. monitors and followed by talks on a political transition. Annan's plan failed to gain traction, and after an initial decrease in violence, his proposed cease-fire collapsed.

In fighting Sunday, Syrian warplanes struck the eastern Damascus suburbs of Arbeen, Harasta and Zamalka to try to drive out rebels, according to the Britain-based Syrian Observatory for Human Rights, which compiles information from activists in Syria. The Observatory also reported shelling attacks in these areas.

Local activists and another opposition group, the Local Coordination Committees, said warplanes struck Arbeen and Harasta. The LCC said eight people were killed Sunday in Damascus and its suburbs.

Three amateur videos posted online showed warplanes flying over the eastern suburbs.

One video showed two huge clouds of smoke rising from what was said to be Arbeen, and the sound of an airplane could be heard in the background. It was not clear if the video showed the aftermath of shelling or an airstrike.

Another video showed destruction inside the Sheikh Moussa mosque in Harasta. Windows and doors were blown out, glass and debris scattered across the mosque's floor. The narrator broke down as he was heard saying: "Where are the Muslims? Our mosques are being bombed and no one cares."

Also in Harasta, a video showed widespread destruction, including rows of buildings with shattered windows, gaping holes and shell-pocked facades.

The videos appeared consistent with Associated Press reporting in the area.

In Douma, another Damascus suburb, rebels wrested three positions from regime forces, including an unfinished high-rise building that had been used by regime snipers, according to the Observatory and Mohammed Saeed, a local activist.

Fighting was also reported near Maaret al-Numan, a town along the Aleppo-Damascus highway that rebels seized earlier this month. Opposition fighters have also besieged a nearby military base and repeatedly attacked government supply convoys heading there. The Observatory said the Syrian air force fired missiles and dropped barrel bombs ? makeshift weapons made of explosives stuffed into barrels ? on villages near the base.

The Syrian government has accused the rebels of violating the cease-fire from the start. The state-run news agency SANA said opposition fighters carried out attacks in a number of areas, including in Aleppo and the eastern town of Deir el-Zour.

Stocks waver on a big earnings day

NEW YORK (AP) ? A weak showing in home sales and a mixed batch of earnings reports kept the stock market flipping between minor gains and losses on Wall Street. With an hour left in the trading day, the major market indexes were slightly up.

A strong profit report from Procter & Gamble helped indexes start higher early Thursday, but they weakened in late morning trading after a realtor group said that the pace of contracts for new home sales had leveled off.

That turned the stocks of builders sharply lower. PulteGroup was off 3 percent, giving up an early gain. D.R. Horton fell 2 percent and Toll Brothers fell 3 percent.

In afternoon trading Thursday the Dow Jones industrial average was up five points at 13,082. It had climbed as much as 87 points earlier in the day.

The Standard & Poor's 500 rose three points to 1,412 and the Nasdaq gained six points to 2,987.

"This is a market still working through a difficult earnings season," said Jason Pride, the director of investment strategy for Glenmede, a wealth-management firm.

Pride said investors probably celebrated too much after the Federal Reserve pledged more support for the economy in early September. They overlooked shrinking economies in Europe, slower growth in China and other signs that this earnings season would be rough. In the past two weeks, they've paid for it.

"We had a party and now we're dealing with a hangover," he said. "The market is basically back to where it was at the end of August. I don't think that's unreasonable."

The stock market has been in a slump for more than a week because of the weak revenue numbers and lower profit projections that have emerged from the latest round of corporate earnings reports.

The Dow gained 127 points Oct. 16 but since then has managed only two daily gains, both of them meager. The average has lost 474 points since that last significant increase.

Among companies reporting earnings Thursday, infant formula maker Mead Johnson Nutrition plunged 10 percent after its revenue came in well below what Wall Street analysts were expecting. The company also cut its forecast for full-year earnings and its stocks slumped $6.92 to $62.59.

Profits at United Airlines declined with fewer people flying, and the company fell well short of Wall Street expectations. The stock fell 77 cents to $19.50, a loss of 4 percent.

Homebuilders fell broadly after the pace of growth in home sales slowed last month. PulteGroup, which returned to profitability in the third quarter, gave up an early gain and was trading down 51 cents at $16.94. Toll Brothers fell 93 to $34.32 and D.R. Horton fell 25 cents to $21.16.

Procter & Gamble was the biggest gainer in the Dow after the consumer products company, whose products include Tide, Gillette and Charmin, reported earnings that beat analysts' expectations. P&G rose $1.90 to $69.98.

Online game maker Zynga jumped 26 cents to $2.39 after the company reported revenue that was stronger than analysts had anticipated. The company also said it would cut costs and enter the gambling business.

Health insurer Aetna rose 38 cents to $44.33 after reporting a 2 percent gain in third-quarter earnings. Higher revenue and lower-than-expected health care claims helped the company beat Wall Street's profit expectations.

Apple and Amazon.com report earnings after the market closes.

As investors moved into stocks, they sold U.S. government bonds, sending yields higher. The benchmark 10-year U.S. Treasury note yielded 1.83 percent, up from 1.79 percent late Wednesday.

Secrecy surrounds Ukrainian president's home

KIEV, Ukraine (AP) ? When Ukraine's president opened up his home to TV cameras, he presented a cozy place with a small office just big enough for his grandchildren to play in. But his critics point to strong evidence he actually lives in very different digs: a luxurious, marble-columned mansion with a golf course, a helipad and even an ostrich enclosure.

The reported grandeur is becoming a campaign issue in a country quickly getting fed up with widespread corruption. Critics call Viktor Yanukovych's home an emblem of the secrecy and arrogance that defines his presidency, painting him as a leader who basks in splendor while his main political opponent, former Prime Minister Yulia Tymoshenko, is locked up in prison on charges the West has called politically motivated.

Yanukovych has refused to answer questions about the house or the vast park where it sits, once darkly suggesting that an investigative journalist back off. An opposition activist looking for answers broke into the property James Bond-style, scaling the walls with a tow rope. She was detained, but still managed to salvage photographs of a golf course and glitzy buildings, describing an opulent palace guarded by heavy security.

Political commentator Vitaly Portnikov, who has compared Yanukovych's government to a "mafia" jeopardizing Ukraine's desire for greater integration with the European Union, cited Yanukovych's clandestine residence as an example of the corruption and lack of transparency unacceptable in the West.

"Viktor Yanukovych's main goal is not to be the president of Ukraine but to be the No. 1 oligarch in Ukraine," said Portnikov. "He fought for power ... specifically in order to consolidate in his hands a huge amount of resources and property, in order to make his family the first family in the country."

The two main opposition parties are likely to gain ground in Sunday's parliamentary election. But with the pro-Western opposition's charismatic leader in jail and a lack of unity among government critics, the president's Party of Regions is expected to retain its majority in Parliament.

Yanukovych, who returned to power in 2010 after a period out of office, maintains a strong core of support, especially in the Russian-leaning east and south of the country, claiming credit for bringing stability after years of paralyzing political infighting and economic free-fall.

But his democracy and reform record is poor. TV channels, the main source of information for Ukrainians, are controlled by tycoons loyal to the government and they give little airtime to the opposition. Investors complain of being stripped of their companies through unfair legal action brought by government-friendly businessmen. And Ukrainians are angry over perks and unfair treatment for VIPs: Officials and their friends routinely run red lights or avoid traffic by driving the wrong way. In one case that sparked national protests, two of three suspects in the brutal gang rape and murder of a teenage girl were initially released ? because of their connections to local officials, activists say.

Yanukovych's home is in Mezhygirya park, 140 hectares (345 acres) of forested hills situated along the Dnipro River, some 25 kilometers (15 miles) north of Kiev, the capital. Founded decades ago on the ashes of an Orthodox Christian monastery, the park included a government residence for top Communist Party bosses like Soviet leader Nikita Khrushchev, and is off limits to the public.

Through a series of controversial government acts, Yanukovych was able to privatize a modest house on a 1.8-hectare (4.4-acre) plot of land inside the park. After that, two firms were allowed to lease the park from the government for 49 years. They demolished most of the Soviet-era buildings, including the government residence, and began construction of new houses and sports clubs.

Yanukovych has refused to say who is behind the two firms, but his critics have no doubts.

Mezhygirya is "a symbol of the president's inappropriate desire for luxury, the unknown source of his wealth and the desire to hide it all behind dummy firms," said Serhiy Leshchenko, a journalist with the Ukrainska Pravda news site whose investigation has linked the two firms to Yanukovych and his family.

Seeking to counter criticism, Yanukovych invited six trusted journalists to Mezhygirya in the summer of 2011 and gave them a tour of his official house. He led the men into his bedroom, where an Orthodox Christian icon stood on a bedside table, and then his small office, where he lets his grandchildren play while he works. He also showed them a fireplace in the living room he said he had to abandon because a family of owls had settled inside.

But ownership documents for the two firms uncovered by Leshchenko link them to Yanukovych and his allies and bolster claims that he controls the entire estate. Aerial photos taken by the Korrespondent weekly magazine show that the property appears to be one entity, complete with a giant mansion, fruit and vegetable greenhouses and an array of sports facilities. Journalists who have tried to get into the park or even a nearby village have been stopped by government security agents.

Investigative journalist Tetyana Chernovil scaled the 5-meter (16.5-foot) fence with a rope and a wooden plank, spending about three hours inside before getting caught by security guards with barking dogs. She was able to see the ostriches and photograph the golf club, a large barge made of rare red wood and plated with gold, and other buildings, before being released after several hours of questioning.

Chernovil, who is running for parliament on the opposition ticket, questions the source of all this luxury given that Yanukovych's official annual salary is about $115,000 a year. She is infuriated at the lavish spending in a country where some rural schools still have no indoor plumbing.

When "small kids are forced to run to the toilet outside in the winter, how can a president allow himself to . build these helicopter pads, which only he needs, which no one else uses?," she asked.

Can Controversial Ocean Iron Fertilization Save Salmon?

What's been described as a "rogue" geoengineering experiment is really an effort, however flawed, to restore salmon abundance

In a bid to restore lost fish abundance, the Haida Salmon Restoration Corp. (HSRC) undertook to mimic the effects of a volcanic eruption by fertilizing the ocean with iron. The idea was to provide the missing nutrient for a plankton bloom that would then trickle up the food web and restore salmon?with the ancillary effects of gathering data on the ocean food web and, potentially, removing carbon dioxide from the atmosphere.

"What if this is a means by which ocean pastures can be stewarded and brought back to health?" asks Russ George, chief scientist of the expedition as well as a controversial businessman with a history of attempting to start CO2-removal schemes ranging from reforestation to ocean fertilization. "This is a tiny village of people trying to take care of their backyard."

Old Masset village on the Haida Gwaii Islands off the British Columbia coast did this by contracting George and others to initiate the largest such intentional ocean fertilization effort to date. It authorized the release of roughly 110 metric tons of iron dust, 91 metric tons of the iron sulfate fertilizer commonly used as a lawn treatment and employed in other scientific experiments, and nearly 20 metric tons of the iron oxide found in soils around the world. "It's micronutrient enrichment," Jason McNamee, operations officer and corporate director for the HSRC, told a press conference on October 19. "We took a bag of iron, and we slapped it over one square kilometer [of ocean]."

To do that, this past July the HSRC team motored more than 300 kilometers west from the Haida Gwaii Islands to an ocean eddy in the fishing vessel Ocean Pearl. The area had previously been scouted by collecting water samples since January and lies outside Canadian territorial waters. The team also used more than 20 autonomous oceangoing robots, including two bright yellow gliders and 20 Argo drifter robots on loan from the U.S. National Oceanic and Atmospheric Administration, to survey the scene?work that is ongoing. Over the course of several days the researchers then released the 110 metric tons into the fishing boat's wake in an attempt to raise the levels of iron in the water from one or two parts per trillion up to five to 10, although both concentrations are estimates.

Satellite images as well as maps of chlorophyll abundance appear to show that the iron did indeed fuel a plankton bloom in August. But questions remain: Was it the right kind of bloom to bury carbon? Will it have any effect on the salmon?

Ocean restoration
The HSRC's basic idea is born out of marine biology as well as observations of the aftermath of volcanic eruptions in the region. For example, a lack of iron limits the growth of microscopic plants in the Southern Ocean around Antarctica and elsewhere, a fact that prompted marine biologist John Martin to famously muse: "Give me half a tanker of iron, and I'll give you the next ice age."

In the summer of 2008 Mount Kasatoshi in Alaska's Aleutian Islands blew, sending volcanic minerals, including iron dust, far to sea and prompting plankton blooms across the Gulf of Alaska. At the same time, years and years of decline in returning salmon populations led researchers to expect few of the fry from 2008 to return in later years, only to find a record salmon run in Canada's Fraser River in 2010.

Because of a new law passed by the state Legislature, local school districts across Maine are now able to seek competitive bids in providing health insurance for teachers, staff and their families. Industry professionals estimate possible savings of up to 15 percent for the second-most expensive item in school budgets behind salaries: health insurance for school employees. Expected substantial savings could be used to reduce rising local property taxes.

Local property taxes fund 79 percent of the average Maine municipal budget. According to Maine Revenue Services, property taxes have more than doubled in the past 20 years ? increasing 123 percent. These surging property taxes are making it more and more difficult for an increasing number of Maine families to hold on to their homes.

Now, school boards across the state will be able to seek competitive bids from insurance companies interested in providing health insurance to their school employees.

Industry professionals estimate that local taxpayers pay $400 million per year to buy health insurance for Maine public school teachers, staff and their families. This cost has contributed to escalating property taxes during the past two decades.

Insurance professionals project possible savings of roughly 15 percent for school districts that put their health insurance needs out to bid. Report: Most women need Paps every 3 or 5 years

Most women can wait three to five years between checks for cervical cancer, depending on their age and test choice, say guidelines issued Monday.

Many medical groups have long recommended a Pap test every three years for most women. The new advice from the American College of Obstetricians and Gynecologists says that's true for women ages 21 to 29 whose Paps show no sign of trouble.

But for healthy women ages 30 to 65, the preferred check is a Pap plus a test for the cancer-causing HPV virus, the group concluded. If both show everything's fine, they can wait five years for further screening.

The guidelines from the nation's largest OB-GYN organization agree with advice issued earlier this year by a government panel, the American Cancer Society and other medical groups ? showing growing consensus that it's safe for the right women to wait longer between Paps.

Cervical cancer grows so slowly that regular Pap smears, which examine cells scraped from the cervix, can find signs early enough to treat before a tumor even forms.

Certain strains of HPV, the human papillomavirus, cause most cervical cancer, but the infection has to persist for a number of years to do its damage. HPV is a super-common virus in young women, whose bodies usually clear the infection on their own. Thus, health groups don't recommend routinely testing 20-somethings for HPV because it would cause too many false alarms.

A Pap averages around $40; HPV tests can add another $50 to $100.

The guidelines also say:

?Women 30 and older still can choose a Pap alone every three years.

?Screening shouldn't begin before age 21.

?Women over 65 can end screening if prior testing hasn't found problems.

(AP) ? A Wisconsin man accused of opening fire at the salon where his wife worked, killing three women and wounding four others, had a history of domestic abuse, with allegations that he had slashed his wife's tires a few weeks earlier, police said.

Radcliffe Franklin Haughton damaged his wife's tires on Oct. 4, Brookfield police said. She sought court protection four days later, and a judge granted a four-year restraining order on Thursday. As part of the order, Haughton was prohibited from owning a firearm.

Brookfield Police Chief Dan Tushaus declined to elaborate on the circumstances of whether Haughton had surrendered any weapons prior to Sunday's salon rampage. Tushaus also said he wasn't immediately aware of a motive.

"I can tell you we're not seeking additional suspects," he said at a news conference Sunday evening. "The community can feel safe."

The shootings set off a confusing, six-hour search for the gunman that locked down a nearby mall, a country club adjacent to the spa and the hospital where the survivors were taken. The search froze activity in a commercial area in Brookfield, a middle-to-upper class community west of Milwaukee, for much of the day. Ultimately, Haughton was found dead in the spa after killing himself.

Authorities said it would take time to sort out exactly what happened, and emphasized they were still interviewing witnesses and rescuers and didn't have a firm timeline of events. At Sunday's news conference, Brookfield Mayor Steve Ponto called the shootings "a senseless act on the part of one person."

The chaos started around 11 a.m. at the Azana Day Spa, a two-story, 9,000-square-foot building across from a major shopping mall. The first officers on the scene found the building filled with smoke from a fire authorities believe was set by Haughton, 45, of Brown Deer, Tushaus said.

They also found a 1-pound propane tank they initially thought might be an improvised explosive device, Tushaus said. That slowed the search of the building as law enforcement agents waited for a bomb squad to clear the scene.

Tushaus said later that police didn't know whether the gunman brought the propane tank to the spa or whether a contractor left it.

The search was also complicated by the layout of the building, with numerous small treatment rooms and several locked areas, Tushaus said. While officers initially thought the gunman had fled the building, they later found his body in one of the locked areas, he said.

The bodies of the victims were also found in the spa. Tushaus said investigators were still working to identify them. He said the four survivors were between the ages of 22 and 40. He didn't know if they were employees at the spa or customers, and it wasn't clear if the man's wife was among the victims.

Haughton had recently been arrested after witnesses identified him as the person who slashed his wife's tires, police said.

Haughton's father, Radcliffe Haughton, Sr., spoke to The Associated Press shortly before police announced that they had found his son's body. In telephone interviews from Florida, he said he had last spoken to his son a few days ago, but didn't have any indication anything was wrong. He begged his son to turn himself in.

After learning of his son's death, he said only: "This is very sad."

A sea of ambulances and police vehicles converged on the scene shortly after the shooting. A witness, David Gosh of nearby West Allis, told the Milwaukee Journal Sentinel he was returning from duck hunting with his father and a friend when he saw a woman emerge from the spa, screaming, as she ran into traffic.

"She ran right out into the street and was pounding on cars," Gosh told the newspaper. Moments later, a man with a handgun ran out. He appeared to be chasing the woman but then went back inside, Gosh said.

At the hospital where the victims were taken, staff members were escorted inside during a temporary lockdown. Officers were stationed at entrances, and critically injured patients were admitted with a police escort.

The hospital released a statement saying two women had undergone surgery, and one was in critical condition. Another was expected to have surgery Sunday night.

The shooting investigation and manhunt paralyzed a normally bustling shopping district. Inside the mall across the street from the spa, people waited patiently for updates. Gina Kralik, a bartender at Red Robin Gourmet Burgers, said people had been allowed to leave at one point but then police had decided not to let anyone come or go from the mall.

"We're just sitting watching the news and also trying to find out what's going on," she said about 3 p.m.

Austin Della, 17, was working at a department store in the mall when he heard announcements over the loudspeaker asking people to move their cars out of one parking lot. The mall was then locked down for almost three hours, he said, and customers joked about the good service they would get as the only clients in the store.

"Everyone was really calm," Della said. "If not for all the announcements, I don't think anyone would have known that anything was happening."

It was the second mass shooting in Wisconsin this year. Wade Michael Page, a 40-year-old Army veteran and white supremacist, killed six people and injured three others before fatally shooting himself Aug. 5 at a Sikh temple south of Milwaukee.

Sunday's shooting took place less than a mile from where seven people were killed and four wounded on March 12, 2005, when a gunman opened fire at a Living Church of God service held at a hotel.
