GOP assails Obama on foreign policy, defense

(AP) ? Republicans delivered a scathing indictment of President Barack Obama's national security policy, although the Democrat's aggressive approach has often been compared to that of his GOP predecessor, George W. Bush.

Defense and foreign policy, largely footnotes during the first two days of the Republican convention, were at the core of speeches by Sen. John McCain, Obama's presidential rival in 2008, and Condoleezza Rice, Bush's secretary of state. Neither uttered Obama's name Wednesday night in their prime-time remarks, but the target of their criticism was clear.

"For four years, we've drifted away from our proudest traditions of global leadership," McCain said. "We've let the challenges we face, both at home and abroad, become harder to solve."

He faulted Obama for projected cuts to defense spending, a timetable for withdrawing U.S. forces from Afghanistan and an unwillingness to use more U.S. military force to stop the months of bloodshed in Syria. McCain drew the loudest applause when he criticized the government over suspected national security leaks.

Rice acknowledged the nation's weariness from the two long wars in Iraq and Afghanistan that Bush started but said: "If we are not inspired to lead again, one of two things will happen: No one will lead and that will foster chaos, or others who do not share our values will fill the vacuum. ... We do not have a choice. We cannot be reluctant to lead ? and one cannot lead from behind."

Republicans have seized on the words "leading from behind," which an unnamed Obama adviser used in a New Yorker article, even though the idea is to empower others while avoiding the perception of unilateral U.S. action.

Rice recalled standing at her desk the morning of Sept. 11, 2001, and learning of the terrorist attacks. She made no mention of Osama bin Laden and Obama's order as commander in chief for the Navy SEAL operation that killed the terrorist leader.

"Our friends and allies must be able to trust us," she said. "From Israel to Poland to the Philippines to Colombia and across the world ? they must know that we are reliable and consistent and determined. ... Our military capability and technological advantage will be safe in Mitt Romney and Paul Ryan's hands."

National security has barely warranted a mention at the convention as jobs and the economy remain the dominant issues for the electorate. The short shrift also reflects a political reality of the past four years ? Republicans have made little headway in challenging Obama's aggressive security policies.

Obama has waged a secret campaign against al-Qaida in two countries ? one on the Arab Peninsula, the other on Africa's east coast. Navy SEALs took out bin Laden in Pakistan in May 2011 and armed drones have pursued al-Qaida terrorists within the country, degrading the group.

The U.S. military and allied forces aided rebels who overthrew Libyan leader Moammar Gadhafi last year. Prodded by Congress, Obama has imposed tough sanctions on Iran amid recent hints of a cyberwar against Tehran. The president has ended the war in Iraq and taken steps to draw down U.S. forces in Afghanistan after more than a decade of fighting.

In opinion polls, Obama gets high marks for his handling of foreign policy and edges out Romney on the issue. An NBC-Wall Street Journal poll earlier this month of registered voters found 54 percent approval for the president's work while 40 percent disapproved.

Romney insisted Wednesday that Obama has been less than forceful.

"For the past four years, President Obama has allowed our leadership to diminish," the Republican presidential candidate told the American Legion in a speech in Indianapolis. "In dealings with other nations, he has given trust where it is not earned, insult where it is not deserved and apology where it is not due."

Rice was pressed repeatedly during an interview on "CBS This Morning" to provide specific examples of where Obama has failed on foreign policy. She declined to offer any examples.

"It's a question about what a President Romney would do," she said. "There is no doubt that the United States' voice has been muted. When the United States' voice is muted, the world is a more dangerous place."

A group of Democrats countering the Republican line argued that the ticket of Romney and Paul Ryan is the least experienced on national security of any Republican presidential duo in decades.

National security "is a strength of President Obama's," said former Rep. Tim Roemer, D-Ind., who cited the "litany of achievements and accomplishments of the Obama administration," including the killing of bin Laden, the fall of Gadhafi and aid to Israel for the "Iron Dome" system to intercept shorter-range rockets that might be launched by Palestinian and Hezbollah militants.

"No wonder Republicans don't want to talk about national security when the president has a spotless record," Roemer said.

Republicans are convinced, however, that they can make political inroads with cuts in military spending even though they voted for the reductions last summer.

"The Obama administration is set to cut defense spending by nearly a trillion dollars. My administration will not," said Romney, a former Massachusetts governor.

In fact, some $500 billion in cuts are over 10 years and were part of the deficit-cutting plan that Obama and congressional Republicans backed in August 2011. Romney's running mate, Rep. Paul Ryan, and McCain voted for the reductions.

If Congress fails to agree on another plan to slash the deficit, an additional $500 billion in cuts would kick in during January 2013.

Rep. Howard "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee, said Wednesday that he'd "like to see the governor beat up on the president" over the looming cuts.

Federal taxpayers could be on the hook for more than $136 million to cover the cost of the major political parties? presidential nominating conventions.

That?s the estimated total taxpayer tab of this week?s Republican Party National Convention in Florida, and next week?s Democratic Party National Convention in North Carolina.

And campaign finance trackers say the millions more flowing into cocktail soirees, celebrity mixers and cigar tent sideshows paid for by unions, corporations and other special interests could eventually come with a higher price tag for taxpayers.

While some voters willingly kick in for the balloons, booze and bunting, plenty of taxpayers are unaware they are contributing to the parties? parties.

Taxpayers don?t know

Democratic National Convention logo?The general public does not know that taxpayer dollars are used to underwrite these conventions. I think it?s wrong,? said Jay Heck, executive director of Common Cause Wisconsin, part of the national nonpartisan public-interest organization. The group traditionally supports left-leaning issues.

Congress appropriated $100 million ??$50 million for each convention???to cover the cost of security, which, so far in Tampa, appears to be much tighter than the 2008 GOP convention in Minneapolis-St. Paul.

The two major parties will each receive public grants of $18,248,300 for their conventions, funded through the Presidential Election Campaign Checkoff.?

The Presidential Election Campaign Fund, in effect since the 1976 general elections, allows taxpayers to designate on their federal income tax returns $3 to finance presidential campaigns.

Candidates agree to spending limits in exchange for tens of millions of dollars in federal matching funds to finance their campaigns. Dollars are matched.

Obama, Romney forego public financing

Barack Obama became the first presidential candidate to just say no to public financing in 2008, and GOP nominee Mitt Romney is doing the same this year for one simple reason: The approximately $110 million combined in publicly funded contributions (cost of living adjustment included) is a pittance compared to the $1 billion-plus the combatants will spend in their campaigns for the White House.

Obama outspent GOP nominee and Arizona U.S. John McCain by about 5 to 1, something the Obama campaign has criticized Romney and supporters of doing this election.

Declining support from taxpayers

Much has changed since the 1970s, particularly public contributions to the presidential election fund.

Total public funding has ranged from about $73 million in 1976 to nearly $240 million in 2000, according to the Federal Elections Commission, which monitors the fund. The total for 2008 was more than $139 million, representing the largest decline in spending from one election cycle to the next.

Participation in the tax checkoff program has declined each year, from a high of 28.7% for 1980 returns to 6.6% for returns filed with the IRS in 2010.

Part of the decline has to do with the increasing complexity of income taxes. Fewer people prepare their returns, meaning fewer people personally fill out the checkoff list. But Heck and others acknowledge that the bipartisan nature of the public fund, divvying up the pot of taxpayer money to candidates and parties evenly, doesn?t appeal to an ever-partisan voter.

The fund is supposed to help offset the costs of campaigns for primary and general election candidates, as well as party conventions.

Priority funding for conventions

Tweaks to the law over the years require funding ?priority be given first to party nominating conventions, then to general election nominees and last to primary election candidates,? the FEC notes.

Heck, perhaps not surprisingly, is among the dwindling percentage of taxpayers who still checkoff the $3 box.

He holds firm to the belief that publicly funded campaigns, deemed by conservatives as nothing more than welfare for politicians, will come back stronger than ever when the numbers are tallied on all of the special-interest checks cashed this election year.

?We?re always one scandal away from massive reform of our system,? Heck said. ?All it takes is another Watergate, another legislative caucus scandal.? It was Watergate and presidential campaign slush funds, after all, that triggered the 1970s public finance laws.

Still, Heck says he?s not thrilled with his tax dollars going to pay for party conventions, but argues public financing is better than corporate, union and other special-interest cash covering the costs.

The problem, Heck and campaign finance watchdogs assert, is lobbying dollars already are paying for a big chunk of the convention pre- and after-parties.

Big spending from special interests

?Involvement of special interests is enormous,? said Sheila Krumholz, executive director of the Washington, D.C.-based Center for Responsive Politics, which runs the campaign finance and political influence tracking website Opensecrets.org.

?This is a prime opportunity for lobbyists, corporations and union leadership to have prime-time access to lawmakers and policy leaders,? Krumholz added.

And there?s a lot of alone time at these exclusive, invitation-only affairs.

Democratic and Republican parties are seeking donations of at least $105 million through host committees that don?t have to provide a full accounting of donors and contribution amounts until mid-October, according to a story last by Bloomberg.

Big donors, most of which were labor unions and corporations, chipped in $123 million in 2008, less than the $142 million they contributed to the parties in 2004, according to the FEC.

Heck sounds indignant.

?The purpose of (public financing) was not to underwrite these conventions, but to help candidates for the presidency to finance campaigns so candidates don?t have to do what Romney and Obama are doing almost every day ? fundraising.?

Public funding for nominating conventions appears to be among the few issues the major parties can agree on.

Rice says US standing in the world is at risk

TAMPA, Fla. (AP) ? Former Secretary of State Condoleezza Rice says raising U.S. standing in the world depends on solving problems at home, and that Republican presidential nominee Mitt Romney is the man to accomplish that task.

Rice, in her prepared speech to the Republican National Convention, does not mention President Barack Obama by name. But she says the America's position as the most successful political and economic experiment in history is in danger today.

She speaks of the crisis in education and asks for immigration laws that protect the country's borders while meeting economic needs.

She says there is a sense that America has for too long carried the burdens of supporting free people and free markets, but that if the United States does not lead no one will lead, fostering chaos.

(AP) ? Former Secretary of State Condoleezza Rice says the voice of the United States in world affairs "has been muted" under President Barack Obama, creating a chaotic and dangerous security environment.,

Rice, who speaks Wednesday night to the Republican National Convention, sought to tout Mitt Romney's foreign policy credentials.

She tells "CBS This Morning" Romney "would understand American exceptionalism and would not be afraid to lead from the front." Rice says the election is about "the future of American leadership" in the world. She says U.S. policy on Syria has been ineffective. Asked what she thinks President Barack Obama has done wrong, the former Bush administration official says Washington has been losing influence around the world because Obama has repeatedly demanded that Syria's Bashar Assad step aside and nothing has happened.

5 Keys In Shaping Your Own Future

Our future is in our hands. It is never dependent on others, nor is it served on a silver platter. All we are given is basic life, and although all the things around us altogether have some influence over what we will become, what we make of ourselves is still a sum of what we decide to become.

Our future is shaped by a few traits and characteristics of our own. The sum of all these key elements makes us unique, and what actually shapes our future.

What are these key elements?

Attitude. Perhaps the most basic determinant of the type of future we will have, a person's attitude largely influences the way he thinks, he acts, he makes decisions. Even if one were born extremely talented, if he/she is constantly pessimistic, then there's a huge chance a person may not reach his full potential. Attitude encompasses one's ability to see the good behind every dark situation. Attitude makes one decide to get up after a fall, and not completely quit on one's dreams and goals. If you are a positive person, you view life as a constant string of opportunities, and not as an unending series of tests and challenges. A negative attitude makes one see the past better than it was, the present worse than it is, and the future less bright that it could be.

Education. There is a reason why our parents struggled to send us all to school. Whether we like it or not, the type and quality of education we acquire will be one of the biggest influences on our future. Doctors did not merely read medical books to be worthy of practice, and neither did lawyers. All people have a right to basic education (at least to learn to read and write), and all other subjects we are taught in school all are applicable in our daily lives (yes, Algebra included). To achieve more, you simply have to learn more. Yes, there is such a thing as "street education" - these are the practical basic survival stuff we learn by associating with society, but street education will never make architects out of dreamers. So no matter how tedious it is to acquire education, always realize that your future highly depends on your level of competency which you learn through basic lessons and teachings.

Experiences. Education is factual knowledge, while experiences are either the application of this knowledge, or that which influences our uniqueness from all other people who acquired the same basic education. Our experiences are our very own taste of real life. If a doctor who grew up in a sheltered home desires to work in a modern, top-of-the-line hospital, then a doctor who was raised in a poor society will most likely want to use his education helping the less fortunate people get well at non-exorbitant prices - maybe even for free (as in the case of doctors who live a life of missionary work). Experiences make us different from everyone else. It is the series of events that transpired in the past that greatly influences our present and our future.

Determination and Perseverance. Some people are dealt better cards than others. Some are given more challenges, or more stumbling blocks. But a person's level of determination and perseverance are the things that will help him see past what is painful and difficult. A lot of people do not amount to much in life. A major reason for this may be quitting before seeing success, or giving up when the going gets tough. Your future is fully determined by the amount of determination you have, and the perseverance to continue despite the difficulties.

Relationships and interaction with others. No man is an island, no man stands alone. We were put on earth together with millions of other unique beings because a huge part of who we are is influenced by our ability to co-exist with others. Life suddenly becomes exciting and meaningful when you have a love partner. You success as a person may largely be due to the relationships you have with your family. Your business success may also be dependent on your ability to interact with people who will have a profound effect in your career. Relationships greatly influence our future, because no person can ever survive alone, and be completely happy.

There are other elements which have an effect on how our future is shaped. But whatever they may be, our own future is always the sum of what we decide to be.

Dozens of earthquakes rattle Southern California

Updated at 11:58 p.m. ET: A rash of up to 70 moderate earthquakes rattled Southern California on Sunday, shaking an area from rural Imperial County to the San Diego coast and north into the Coachella Valley.

According to the USGS, the largest quake was 5.5-magnitude that rattled Brawley, Calif., small Imperial County farming town, just before 2 p.m.

A 5.3 magnitude quake struck at 12:31 p.m. about three miles north-northwest of Brawley, according to Paul Caruso, a geophysicist with the U.S. Geological Survey. It was followed minutes later by a 4.9 magnitude quake.

The epicenters of the bigger earthquakes were 11 to 12 miles from Imperial, Calif., and 15 to 16 miles from El Centro, Calif., the USGS reported.

Several glasses and a bottle of wine crashed to the floor and shattered at Assaggio, an Italian restaurant in Brawley, said owner Jerry Ma. The shaking was short-lived but intense, he said.? ?

"It felt like there was quake every 15 minutes. One after another. My kids are small and they're scared and don't want to come back inside," said Mike Patel, who manages Townhouse Inn & Suites in Brawley. A TV came crashing down and a few light fixtures broke inside the motel, Patel said.? ?

A Brawley Police Department dispatcher said several downtown buildings sustained minor damage. No injuries were reported.

The USGS said more than 100 aftershocks struck the same approximate epicenter, about 16 miles north of El Centro. Some shaking was felt along the San Diego County coast in Del Mar, some 120 miles from the epicenter, as well as in the Coachella Valley, southern Orange County and parts of northern Mexico.

The quakes pushed 20 mobile homes at a trailer park off their foundations, displacing the families that lived in them, said Maria Peinado, a spokeswoman for the Imperial County Emergency Operations Center.

Sporadic power outages affecting 2,500 Imperial Irrigation District customers also prompted authorities to evacuate some patients from one of the county's two hospitals.

No injuries were reported.

Residents across San Diego County reported feeling the quakes in places including downtown San Diego, Mission Valley, Santee and Chula Vista. No injuries were reported.

San Diego State University geology expert Pat Abbott told NBC 7 San Diego that Sunday?s earthquakes were in the middle of the Brawley Seismic Zone, famous for swarms of quakes. He said he expected aftershocks.

?[The Brawley Seismic Zone] is a broad zone with lots of little faults,? Abbott explained.

?This area has clearly activated. We will likely experience swarms of 3, 4 and 5-magnitude [earthquakes] but they are not likely to increase in intensity. Of course, there are no guarantees on this, but history says they likely won?t get bigger ? that we will experience more of the same or smaller quakes,? he added.?

Why Arrested Development on Netflix could change everything ...

Whoever might be employing me in the spring of 2013, know this: The moment Netflix debuts the return of Arrested Development, I?m calling in sick. Because on that glorious day, me and the hundreds and thousands of other devotees will be in our pajamas, in front of our laptops and iPads and Xboxes and Rokus, once again enjoying the antics of the Bluth family.

Arrested?s rebirth, over four years in the works, has the potential to completely change the game in terms of the way we regard web content in the future. I mean, cult network sitcom gets a literal second life through the largess of a company that began life as a mail-order DVD service? If you time-traveled to 2006 (the year Fox originally canceled the show), and told this story, no one would believe you.

And yet, it?s happening: scripts have been written, producer/narrator Ron Howard?s Tweeting from the set, and David Cross, on a recent press blitz, said no shortage of interesting things about the series? return, including this to Rolling Stone:

I think it?s going to be 13 episodes, not 10. There?s too much story. Some characters will have two-parters. Everybody sort of participates, sometimes in a bigger way and sometimes in a tiny little thread that goes through everybody else?s stories.

This is the sort of statement that would make a network executive?s head explode, due to the way traditional TV is budgeted and structured on a per-episode basis. But we?re on Netflix?s turf now. Unexplored territory.

Beyond Lilyhammer, which has been renewed for a second season, the industry hasn?t gotten much sense yet of how Netflix?s many high-profile in-the-works projects, such as Arrested, the Eli Roth series Hemlock Grove or the Kevin Spacey-starring House of Cards, will really work out ? especially because the question of how to promote a VOD project is still a bit up in the air.

With theatrical releases, you get premiere dates, big galas. But Netflix is so stealthy about announcing what?s available and what isn?t that websites and email services have been created to update people.

Without doubt, I?ll know what day I?m calling in with the Arrested flu next spring ? it?s impossible to imagine that not being heavily promoted by both the production and Netflix ? but the Netflix experience in general has always boiled down to ?Wait, THAT?S available now? Okay, cool.? Seeing how Netflix adapts to accommodate the original programming they?re launching, while still enabling the casual browsing of the user experience, is a fascinating challenge.

The other element is the fact that like Lilyhammer, all 10-13 episodes of the series will be released at once, setting fans up for epic marathon sessions. The term ?binge viewing? has been coined to describe how many TV fans now consume shows, gulping up entire seasons on DVD or streaming services. It?s a wonderful way to fall in love with a show ? just sinking into it the way you might sink into an epic novel. And Arrested?s new season, according to Cross, sounds designed with just that experience in mind:

I?m not gonna divulge anything, but I know what the stories are and what Mitch [Hurwitz] is doing, and it?s so layered. It?s really audacious and amazing. I think a lot of people will miss the work that is involved, the story, the Venn diagrams that are being created, the domino effect that characters have with each other in their various episodes. I know what he?s doing, and this has never been done on a TV show like this. This makes Lost look like a Spalding Grey monologue. You?ll have to watch each episode more than once.

Given the show?s pre-established track record for hidden jokes and gags, this sounds more than promising.

The AMC series Breaking Bad is a key example of a show that?s grown its audience thanks to binge viewing, indicated by how its ratings have increased with each season, as new viewers discover the show through Netflix. But Vince Gilligan, in a recent interview with KCRW?s The Business, had this to say about the phenomenon:

It?s wonderful, but I do see the worry ? this is a business, it?s show business and if there?s no money to be made, then this wonderful job I have and other jobs like it are going to dry up. So we should all be interested in how they monetize this stuff. It?s wonderful when people binge-watch the show ? I say have at it ? but I do see the companies, not just ours, the various companies concerned that if you?re binge-watching on a DVR, you?re skipping all the commercials. And if the guys who buy the commercials realize that all their commercials are being skipped, they?re going to stop buying commercials.

It?s an attitude you?ll hear elsewhere in the industry ? which may be why Netflix is doubling down on its subscription model. I couldn?t track down the budget for Arrested Development?s new season, but House of Cards?s price tag was reported by some as $100 million, and Hemlock Grove, it?s said, is budgeted at $40 million for 13 episodes ? otherwise known as about $3 million an episode. That?s real TV money ? in fact, it?s the same budget as Breaking Bad.

It?s a long time until the spring of 2013, but looking forward it?s hard to imagine a more important signpost for the convergence of television and the web than Arrested Development. If it succeeds, it?ll legitimize a whole new distribution platform and business model. And if it fails, well, we?ll at least get to see Tobias in his cutoffs again.

The TV singularity approaching us consumers of media is at times a scary one: We?re used to shows that cost millions an episode, but we?re also now used to consuming whatever we want, wherever and whenever we want. Some people think that going forward, these two mindsets won?t be able to co-exist. But Netflix seems to disagree, and the Bluths may be the ones to prove it.

    Personal computer makers like HP, Dell in desperate need of reboot ...

    SAN FRANCISCO ? Hewlett-Packard Co. used to be known as a place where innovative thinkers flocked to work on great ideas that opened new frontiers in technology. These days, HP is looking behind the times.

    Coming off a five-year stretch of miscalculations, HP is in such desperate need of a reboot that many investors have written off its chances of a comeback.

    Consider this: Since Apple Inc. shifted the direction of computing with the release of the iPhone in June 2007, HP?s market value has plunged by 60 percent to $35 billion. During that time, HP has spent more than $40 billion on dozens of acquisitions that have largely turned out to be duds so far.

    ?Just think of all the value that they have destroyed,? ISI analyst Brian Marshall said. ?It has been a case of just horrible management.?

    Marshall traces the bungling to the reign of Carly Fiorina, who pushed through an acquisition of Compaq Computer a decade ago despite staunch resistance from many shareholders, including the heirs of HP?s co-founders. After HP ousted Fiorina in 2005, other questionable deals and investments were made by two subsequent CEOS, Mark Hurd and Leo Apotheker.

    HP hired Meg Whitman 11 months ago in the latest effort to salvage what remains of one of the most hallowed names in Silicon Valley 73 years after its start in a Palo Alto, Calif., garage.

    The latest reminder of HP?s ineptitude came last week when the company reported an $8.9 billion quarterly loss, the largest in the company?s history. Most of the loss stemmed from an accounting charge taken to acknowledge that HP paid far too much when it bought technology consultant Electronic Data Systems for $13 billion in 2008.

    HP might have been unchallenged for the ignominious title as technology?s most troubled company if not for one its biggest rivals, Dell Inc.

    Like HP, Dell missed the trends that have turned selling PCs into one of technology?s least profitable and slowest growing niches. As a result, Dell?s market value has also plummeted by 60 percent, to about $20 billion, since the iPhone?s release.

    That means the combined market value of HP and Dell ? the two largest PC makers in the U.S. ? is less than the $63 billion in revenue Apple got from iPhones and various accessories during just the past nine months.

    The handheld, touch-based computing revolution unleashed by the iPhone and Apple?s 2010 introduction of the iPad isn?t the only challenge facing HP and Dell.

    They are also scrambling to catch up in two other rapidly growing fields ? ?cloud computing? and ?Big Data.?

    Cloud computing refers to the practice of distributing software applications over high-speed Internet connections from remote data centers so that customers can used them on any device with online access. Big Data is a broad term for hardware storage and other services that help navigate the sea of information flowing in from the increasing amount of work, play, shopping and social interaction happening online.

    Both HP and Dell want a piece of the action because cloud computing and Big Data boast higher margins and growth opportunities than the PC business.

    It?s not an impossible transition, as demonstrated by the once-slumping but now-thriving IBM Corp., a technology icon even older than HP. But IBM began its makeover during the 1990s under Louis Gerstner and went through its share of turmoil before selling its PC business to Lenovo Group in 2005. HP and Dell are now trying to emulate IBM, but they may be making their moves too late as they try to compete with IBM and Oracle Corp., as well as a crop of younger companies that focus exclusively on cloud computing or Big Data.

    A revival at HP will take time, something that HP CEO Meg Whitman has repeatedly stressed during her first 11 months on the job.

    ?Make no mistake about it: We are still in the early stages of a turnaround,? Whitman told analysts during a conference call last week.

    The problems Whitman is trying to fix were inherited from Apotheker and Hurd.

    HP hired Apotheker after he was dumped by his previous employer. He lasted less than a year as HP?s CEO ? just long enough to engineer an $11 billion acquisition of business software maker Autonomy, another poorly performing deal that is threatening to lump HP with another huge charge.

    Before Apotheker, Hurd won praise for cutting costs during his five-year reign at HP, but Marshall believes HP was too slow to respond to the mobile computing, cloud computing and Big Data craze that began to unfold under Hurd?s watch. HP also started its costly shopping spree while Hurd was CEO.

    How much further will HP and Dell fall before they hit bottom?

    HP?s revenue has declined in each of the past four quarters, compared with the same period a year earlier, and analysts expect the trend to extend into next year. The most pessimistic scenarios envision HP?s annual revenue falling from about $120 billion this year to $90 billion toward the end of this decade.

    The latest projections for PC sales also paint a grim picture. The research firm IDC now predicts PC shipments this year will increase by less than 1 percent, down from its earlier forecast of 5 percent.

    Whitman is determined to offset the crumbling revenue by trimming expenses. She already is trying to lower annual costs by $3.5 billion during the next two years, mostly by eliminating 27,000 jobs, or 8 percent of HP?s work force.

    Marshall expects Whitman?s austerity campaign to enable HP to maintain its annual earnings at about $4 per share, excluding accounting charges, for the foreseeable future.

    If HP can do that, Marshall believes the stock will turn out to be a bargain investment at last week?s closing price of $17.58, even though he isn?t expecting the business to grow during the next few years.

    One of the main reasons that Marshall still likes HP?s stock at these levels is because of the company?s quarterly dividend of 13.2 cents per share. That translates into a dividend yield of about 3 percent, an attractive return during these times of puny interest rates.

    Dell?s stock looks less attractive, partly because its earnings appear to still be dropping. The company, which is based in Round Rock, Texas, signaled its weakness last week, when it lowered its earnings projection for the current fiscal year by 20 percent.

    Dell executives also indicated that the company is unlikely to get a sales lift from the Oct. 26 release of Microsoft Corp.?s much-anticipated makeover of its Windows operating system. That?s because Dell focuses on selling PCs to companies, which typically take a long time before they decide to switch from one version of Windows to the next generation.

    As PC sales languish, both HP and Dell are likely to spend more on cloud computing, data storage and technology consulting.

    Although those look like prudent bets now, HP and Dell probably should be spending more money trying to develop products and services that turn into ?the next new thing? in three or four years, said Erik Gordon, a University of Michigan law and business professor who has been tracking the troubles of both companies.

    ?It?s like they are both standing on the dock watching boats that have already sailed,? Gordon said. ?They are going to have to swim very fast just to have chance to climb back on one of the boats.?

    Oh, Windows 8, what happened to you? I remember a time when I was genuinely excited about what you had to offer, but after learning more and more about you, I'm starting to wonder where it all went wrong. First it was revealed that Windows 8 won't be able to play DVDs (or of course Blu-ray discs) on its own. Then we found out that our beloved Start Menu ? a staple of operating system since its inception ? is being entirely removed. And now, to top it all off, Windows 8's new SmartScreen app verification system has a privacy hole so big you could drive a truck filled with fake IDs through it.

    SmartScreen is a default application in Windows 8, and when you run the operation system for the first time, it's turned on automatically. The program scans everything you download and install, and reports it back to Microsoft in order to verify that the app has a legitimate certificate. This is a slightly worrisome revelation on its own ? especially since the feature is enabled automatically and isn't exactly easy to turn off ? but it gets even worse.

    It turns out that the protocol Microsoft uses to communicate this information is widely known to be extremely vulnerable to interception. This means that it may not just be Microsoft that will end up scanning your list of installed software. Identity thieves could conceivably use this information to profile their victims, which can lead to myriad headaches for the unfortunate Windows 8 user.

    I like to make beef in a crock pot.
    I cut it up in to serving to bite size pieces.
    Add a can of mushrooms and packet of Lipton Onion soup
