(MONEY Magazine) -- In a world of tuition hikes and financial aid shortages, this is what passes for good news: Families who must borrow for college have a growing number of low-cost alternatives to federal loans.

That's especially hopeful given that the last-minute cut in this year's subsidized Stafford rates to 3.4% helps only students with financial "need" -- those who don't qualify are still stuck paying 6.8% (plus 1% in fees).

Among their other options: For-profit lenders such as Sallie Mae and Wells Fargo are marketing parent loans at fixed rates as low as 5.5%.

SoFi, a San Francisco startup, has persuaded alumni at more than three dozen colleges to lend to students at rates starting around 6%.

Plus, several charities, states, and colleges are making lower-rate loans, in some cases as low as 0%.

Where to find low-rate loans

Unfortunately, there's no central clearinghouse. Check out overturemarketplace.com and simpletuition.com for private loans from for-profits and credit unions, but stick to fixed-rate options. (While you can get variable-rate loans as low as 2.25%, the rates are likely to rise at some point.)

For state, charity, school, and startup programs, begin with these lists of low-interest student loans and 0% student loans.

Students should also ask their school's aid office, as well as community organizations like Rotary clubs and religious institutions.

How to make the right choice

Apply for federal loans first so you have that option in your pocket, advises Heather Jarvis, a student-loan attorney.

If you're lucky enough to win a cheaper loan, read the fine print. Bargain loans may require borrowers to max out federal student loans first, have co-signers, or make payments during school.

Also, weigh the rate against the benefits of the federal loan.

What it means is instead first of all that it shouldn't be done in the unsound and unsustainable way as then.?

And secondly that because the 2007 level of production to such a high extent consisted of the production of malinvestments the level of genuine prosperity, production of things that were really wanted, was in fact much lower than GDP figures suggested. This in turn implies that using 2007 as a base year is misleading and that production of genuine prosperity has developed in a much stronger way.

OC computer peeper gets year in jail for spyware ...

SANTA ANA, Calif. (AP) ? An Orange County computer repair tech was sentenced Friday to a year in jail for installing spyware on six women's computers to record their naked images for his sexual gratification, prosecutors said.

Trevor Harwell, 21, was convicted of six felony counts of computer access and fraud and ordered to complete a sex offender treatment program and five years of formal probation, spokeswoman Farrah Emami said.

Harwell illegally accessed the victims' computers while he was a technician for Rezitech Inc to install the software, which allowed him to record live and still images of them undressing from a remote computer.

The software sent fake error messages telling users to "fix their internal sensor soon," and "try putting your laptop near hot steam for several minutes to clean the sensor," prompting some victims to take their laptops into the bathroom with them when they showered, police found.

Harwell had set up alerts to be notified when victims were using their computers.

Harwell was apprehended by Fullerton police after two of the victims, who were sisters, noticed that their computer camera was blinking irregularly.

They thought it was broken and took it to be repaired, only to learn that the blinking was due to the installation of spyware software.

The victims alerted police, who after investigating were able to identify four additional victims.

A judge will later rule whether he must register as a sex offender.
