Astronomers ask 'where are all the dwarfs?'

Feb. 1, 2013 ? Astronomers of the international CLUES collaboration have identified "Cosmic Web Stripping" as a new way of explaining the famous missing dwarf problem: the lack of observed dwarf galaxies compared with that predicted by the theory of Cold Dark Matter and Dark Energy.

High-precision observations over the last two decades have indicated that our Universe consists of about 75% Dark Energy, 20% Dark Matter and 5% ordinary matter. Galaxies and matter in the universe clump in an intricate network of filaments and voids, known as the Cosmic Web. Computer experiments on massive supercomputers have shown that in such a Universe a huge number of small "dwarf" galaxies weighing just one thousandth of the Milky Way should have formed in our cosmic neighbourhood. Yet only a handful of these galaxies are observed orbiting around the Milky Way. The observed scarcity of dwarf galaxies is a major challenge to our understanding of galaxy formation.

An international team of researchers has studied this issue within the Constrained Local UniversE Simulations project (CLUES). The CLUES simulations use the observed positions and peculiar velocities of galaxies within Tens of Millions of light years of the Milky Way to accurately simulate the local environment of the Milky Way. "The main goal of this project is to simulate the evolution of the Local Group -- the Andromeda and Milky Way galaxies and their low-mass neighbours -- within their observed large scale environment," said Stefan Gottl?ber of the Leibniz Institute for Astrophysics Potsdam.

Analysing the CLUES simulations, the astronomers have now found that some of the far-out dwarf galaxies in the Local Group move with such high velocities with respect to the Cosmic Web that most of their gas can be stripped and effectively removed. They call this mechanism "Cosmic Web Stripping," since it is the pancake and filamentary structure of the cosmos that is responsible for depleting the dwarfs' gas supply.

"These dwarfs move so fast that even the weakest membranes of the Cosmic Web can rip off their gas," explained Alejandro Ben?tez LLambay, PhD student at the Instituto de Astronom?a Te?rica y Experimental of the Universidad Nacional de C?rdoba in Argentina, and first author of the publication of this study. Without a large gas reservoir out of which to form stars, these dwarf galaxies should be so small and dim that they would be hardly be visible today. The missing dwarfs may simply be too faint to see.

Serial killer mystery for Canada's 'forsaken' women

Women whose daughters are part of a missing women's inquiry in Canada cry during discussion of a report, titled 'Forsaken,' that examines the mishandling of the Robert Pickton serial killer case.

Sarah de Vries started running away when she was 13, in 1983. She lived in cheap apartments and grim hotels in downtown Vancouver, British Columbia -- places that would let a teenager turn tricks. Later, she got hooked on heroin.

Sarah's big sister, Maggie, remembers a bubbly, adorable baby. But life was not always easy. Of mixed race, with some black and aboriginal ancestry, Sarah was targeted by racist bullies, and sometimes felt disconnected from her white adoptive family.


In 1995, she wrote about how many women were missing from her neighborhood, Vancouver's rough Downtown Eastside.

"Am I next? Is he watching me now?" she wrote in a journal her sister published years later, after Sarah, too, disappeared. "Stalking me like a predator and its prey. Waiting, waiting for some perfect spot, time or my stupid mistake."

We know now that the Downtown Eastside was where serial killer Robert Pickton found his victims, picking up sex workers, killing them, and disposing of their bodies on his pig farm.

Investigators charged him with 26 murders, but only six counts went to trial. Found guilty in 2007, Pickton was jailed for life, the toughest sentence possible in Canada, which has no death penalty.

Vancouver police now admit they made mistakes probing the murders, and a public inquiry report released last month, titled "Forsaken," highlighted a "systemic bias" against the victims, paired with public indifference.

'Compelling information'
When Sarah de Vries went missing in 1998, her disappearance was one of many unsolved cases in the Downtown Eastside.

Vancouver police believed there had been an increase in disappearances but were unsure why. Some officers recognized a serial killer at work, but others clung to the idea that the women had just moved and did not want to be found.

A Vancouver police review from 2010 said the case was clear only in hindsight. But it also found that even in 1998 and 1999, police had "compelling information" pointing to Pickton: tales of bloody clothes and of a woman's body suspended in his barn.

Pickton agreed to a search in 2000, but it was never done, and he was caught in 2002 only because of a separate weapons probe. DNA linked him to 33 of the Downtown Eastside's more than 60 missing women, including Sarah de Vries.

Vancouver police, who say they have made changes since 2002, have apologized: "We could have, and we should have, caught Pickton sooner," Chief Constable Jim Chu said in December.

Pickton's farm was in an area that is under the jurisdiction of the Royal Canadian Mounted Police, who have said they will study the inquiry report. They declined to comment on the case.

Canada is still wrestling with what the Pickton case means. It prompted questions about the fate of scores of other missing and murdered women, and in the years since Pickton's 2002 arrest, police have set up new task forces to investigate some of the disappearances.

One of these is the Royal Canadian Mounted Police's Project E-Pana, which was asked to determine whether one or more serial killers had stalked young women along British Columbia's highways.

'Highway of Tears'
In northern British Columbia, so many women, many of them aboriginal, have gone missing along Highway 16 that their families call it the "Highway of Tears." Those cases, along with disappearances near two other highways in the province, are Project E-Pana's focus. The 18 cases it is dealing with date from 1969 to 2006.

But E-Pana, which police say they named for an Inuit goddess who cares for the dead, has not cracked any of the cases along Highway 16.

Gladys Radek, who grew up in northern British Columbia, said she has known about the disappearances since she was a girl. In 2005, her niece, 22-year-old Tamara Chipman, went missing.

"The RCMP have always been in denial that there is a Highway of Tears," she said.

Among Canada's major provinces, British Columbia has the lowest clearance rate -- 49 percent of the murders are unsolved, compared with 39 percent nationally -- perhaps because of the Highway of Tears and Downtown Eastside cases that remain open.

Aboriginal women are disproportionately likely to be murdered in Canada, and they were overrepresented among Pickton's suspected victims.

Wally Oppal, whose inquiry produced the "Forsaken" report, recommended that British Columbia's government replace the patchwork of police jurisdictions in the Vancouver area with a regional force. He said geographic isolation, poor transit and poverty in the north of the province have put women and girls at particular risk.

The matter is urgent, he wrote: "Serial predators are committing violence today; that is an inescapable fact."

Farmland Owners to Pay Higher Property Taxes in 2014 | Hoosier ...

Indiana?s farmland owners will pay higher property taxes in 2014 on the heels of an increase in the base rate for assessed land value, Purdue Extension agricultural economist Larry DeBoer says.?The base rate, which is the starting point for calculating taxes on farmland, jumped from $1,630 per acre in 2012 to $1,760 for 2013. Taxes assessed on this year?s base rate will be paid in 2014.?The base rate has exactly doubled in just seven years, from $880 per acre in 2007.

The value of Indiana farmland is assessed based on use value rather than market value. So, even if a parcel of farmland borders commercial or residential development, it is assessed based on the income it can generate from farming, not the selling price.?When determining property taxes, Indiana?s Department of Local Government Finance takes into account the base rate, a productivity factor and an influence factor. Productivity factors are based on the soil?s productivity for growing corn. They are scheduled to rise for taxes in 2014, but according to DeBoer, bills have been proposed in the General Assembly to cancel that change.

The influence factor is a percentage reduction in the dollar amount of the productivity factor to account for conditions, such as frequent flooding, grade or forest cover.

The assessed farmland value has been rising because the base rate is calculated annually based on a number of factors, such as commodity prices, land rents, input costs and interest rates.??The base rate is calculated using a capitalization formula,? DeBoer said. ?The rent or net income earned from an acre is divided by a rate of return. The department calculates capitalized values for six years, drops the highest value and then averages the remaining five years to get the base rate.??Each year, a value from an earlier year leaves the calculation and a value from a recent year is averaged in. The base rate goes up when the value coming in is higher than value dropping out.?

Compared with six years ago, farmland rents are higher, commodity prices are up and interest rates are down ? a combination that increases the base rate. But there?s a four-year lag between the numbers in the calculation and the tax year, so the numbers to be used for 2014 taxes are from 2005 to 2010.?For example, for 2012 assessments, which will be taxed in 2013, the capitalized value for 2003 was erased and the capitalized value from 2009 included, DeBoer said. The 2003 value was $1,407 per acre, and the 2009 value was $2,066. That means the base rate rose from $1,500 per acre for taxes in 2012 to $1,630 for taxes in 2013.

DeBoer said the trend of increasing property taxes will continue.

?Rents and commodity prices were higher and interest rates lower in 2011 than they were in 2005, so the base rate for taxes paid in 2015 should be about $2,050 ? a 16.5 percent rise from those paid in 2014,? he said.

The drought?s reduction of corn yields to a 20-year low will affect property tax bills, but not until those payable in 2016, when the 2012 numbers enter the calculation.??Rising rents and prices and falling interest rates should raise the pay-2016 rate to about $2,430,? DeBoer said. ?The 2012 drought will have a small effect. If yields had been normal, the base rate probably would have been $100 to $200 higher.?

New semiconductor research may extend integrated circuit battery life tenfold

Jan. 30, 2013 ? Researchers at Rochester Institute of Technology, international semiconductor consortium SEMATECH and Texas State University have demonstrated that use of new methods and materials for building integrated circuits can reduce power -- extending battery life to 10 times longer for mobile applications compared to conventional transistors.

The key to the breakthrough is a tunneling field effect transistor. Transistors are switches that control the movement of electrons through material to conduct the electrical currents needed to run circuits. Unlike standard transistors, which are like driving a car over a hill, the tunneling field effect transistor is more like tunneling through a hill, says Sean Rommel, associate professor of electrical and microelectronic engineering.

"The tunneling field effect transistors have not yet demonstrated a sufficiently large drive current to make it a practical replacement for current transistor technology," Rommel says, "but this work conclusively established the largest tunneling current ever experimentally demonstrated, answering a key question about the viability of tunneling field effect transistor technology."

Rommel worked with David Pawlik, Brian Romanczyk and Paul Thomas, three graduate students in the microelectronic engineering and microsystems engineering programs at RIT. Along with colleagues from SEMATECH and Texas State University, the team presented the breakthrough findings at the International Electron Devices Meeting in San Francisco this past December.

In order to accurately observe and quantify these current levels, a fabrication and testing procedure was performed at RIT. Pawlik developed a process to build and test vertical Esaki tunnel diodes smaller than 120 nanometers in diameter, Rommel explains. This procedure allowed the researchers to measure hundreds of diodes per sample. Because of the nanometer-scale devices tested, the researchers were able to experimentally observe currents substantially larger than any previously reported tunneling currents.

Esaki tunnel diodes, discovered in 1957 and the first quantum devices, were used to create a map showing output tunnel currents for a given set of material systems and parameters. For the first time, researchers have a single reference to which they can compare results from the micro- to the mega-ampere range, Rommel adds.

"This work may be used by others in designing higher performance tunneling field effect transistors which may enable future low power integrated circuits for your mobile device," he says.

The team's findings in the area of developing high performance, low-power electronic devices are also detailed in the paper, "Benchmarking and Improving III-V Esaki Diode Performance with a Record 2.2 MA cm2 Current Density to Enhance Tunneling Field-Effect Transistor Drive Current." The National Science Foundation, SEMATECH and RIT's Office of the Vice President of Research sponsor the work.
